Addressing a massive rally on Saturday, January 24, at the Palashbari Government Pilot High School ground, he announced that an Agricultural University would be established in Gaibandha on a priority basis if his party is elected to power.

Highlighting the dire state of North Bengal’s water bodies, Dr. Rahman lamented that rivers such as the Teesta, Dharla, Karatoa, and Brahmaputra have been reduced to "skeletons" due to 54 years of governmental neglect. He warned that the drying up of these rivers is choking the livelihoods of the local people. He pledged that a Jamaat-led government would implement the Teesta Mega Plan and revive these rivers to transform North Bengal into the nation's "Agricultural Capital."

To stimulate the local economy and tackle unemployment, the Jamaat Ameer proposed the construction of an Export Processing Zone (EPZ) in Gaibandha. His infrastructure vision also includes building a bridge connecting Balashi and Bahadurabad Ghats. Regarding funding for such projects, he asserted, "If the laundered and stolen money is recovered and future corruption is stopped, national development will accelerate rapidly. Jamaat intends to provide a transparent, theft-free administration."

In the healthcare sector, Dr. Rahman promised to establish medical colleges in every district and promote specialized hospitals through public-private partnerships to reduce medical costs and travel time for citizens. At the conclusion of the rally, he introduced the party's candidates for the five parliamentary constituencies of Gaibandha and handed over their electoral symbols.
