Government Plans Three-Phase Implementation of 9th Pay Scale to Ease Fiscal Pressure

The restructured Pay Scale Committee has already begun drafting its preliminary recommendations, which are expected to be submitted as a comprehensive report soon. According to the committee's initial proposal, the new salary structure will be rolled out over a three-year roadmap to prevent any sudden adverse impact on the national economy.

Phase-wise Implementation Roadmap The proposed plan suggests implementing approximately 33% of the revised basic salary in the first phase during the 2026-27 fiscal year. Following this initial rollout, the remaining basic pay and various allowances will be adjusted incrementally over the subsequent two fiscal years.

Budgetary Allocation and Strategic Planning Sources from the Finance Division indicate that a strong recommendation will be made to allocate an additional Tk 35,000 to Tk 40,000 crore in the upcoming national budget to cover salaries, allowances, and pensions. Although some funds were earmarked for the pay scale in the current fiscal year's budget, they were not utilized due to strategic considerations.

Senior officials of the Ministry of Finance mentioned that the Finance Minister is currently abroad attending the annual meeting of the Asian Development Bank (ADB). Upon his return, he is scheduled to sit with the restructured committee to finalize the recommendations. Committee members noted that there is significant social and professional pressure from government employees at the field level, which is being considered with high priority.

Final Approval Process Once the recommendations are finalized, the Finance Minister will meet with Prime Minister Tarique Rahman for a special briefing. Following the Prime Minister's formal approval and final directives, the official announcement and gazette notification regarding the 9th Pay Scale are expected to be issued.
