He made these remarks on Sunday, May 3, 2026, while inaugurating the four-day 'District Commissioners (DC) Conference-2026' at the Osmani Memorial Auditorium in the capital. The Prime Minister emphasized that the government aims to establish good governance as the fundamental pillar of the state system.

Highlighting the critical role of public administration, Tarek Rahman noted that the true reflection of the people's mandate depends on the effective functioning of the bureaucracy. He announced that from now on, integrity, merit, and professional efficiency will be the sole criteria for postings and transfers within the civil service. He directed District Commissioners to be mentally prepared to serve in any part of the country as required. Reflecting on the current economic state, he reminded officials that the government began its journey burdened by a massive debt of 30 trillion BDT and weakened state institutions. He added that the administration is working to resolve poverty and unemployment challenges without further increasing public suffering.

The Prime Minister further assured that every commitment made in the election manifesto and the 'July Charter' signed before the people would be implemented gradually. Addressing the ongoing energy crisis, he issued a specific directive to DCs to ensure strict monitoring of electricity usage in markets and shopping malls after 7:00 PM. Calling upon field administration officials to play an active role in building a justice-based state, the Prime Minister formally declared the conference open.
