According to sources within the Ministry of Finance, the funds were released under the "Unexpected Expenditure Management" sector to facilitate the urgent security requirements of the Prime Minister’s Office (PMO).

The procurement request was formally placed by the Ministry of Home Affairs on March 5, emphasizing the need for these powerful bikes for "Advanced Pilots" responsible for the Prime Minister’s safety and route clearance. While Police Headquarters initially had an unspent balance of Tk 80 crore in its revised budget, officials noted that those funds were already earmarked for pre-planned projects. Consequently, the Finance Division relaxed existing circulars to allocate the additional Tk 6 crore specifically for this purchase.

The Finance Ministry has attached strict conditions to the allocation, mandating that the procurement must strictly adhere to the Public Procurement Act 2006 and the Public Procurement Rules 2025. This move aims to modernize the VVIP security apparatus with heavy-duty machinery capable of high-speed maneuvers, ensuring the motorcade remains equipped with the latest automotive technology.
