The adjournment followed an unprecedented uproar in the House during the President's address, setting a highly contentious tone for the new legislative term.

The proceedings began at 11:00 AM under the chairmanship of Dr. Khandaker Mosharraf Hossain. Following a proposal by Prime Minister and Leader of the House Tarique Rahman, Major (Retd) Hafiz Uddin Ahmed was elected Speaker, and Barrister Kaiser Kamal was elected Deputy Speaker via voice vote. President Mohammed Shahabuddin subsequently administered their oaths. The early session included an inaugural speech by Prime Minister Tarique Rahman and an obituary reference to late national leaders, including former Prime Minister Begum Khaleda Zia, followed by a prayer for the departed souls.

However, the atmosphere turned volatile during the afternoon session as President Mohammed Shahabuddin began his address. Opposition lawmakers erupted in protest, labeling the President a "Betrayer of July" and chanting slogans against him. In a dramatic display of dissent, members of Jamaat-e-Islami and the NCP boycotted the speech and staged a collective walkout from the chamber. This unprecedented chaos and the opposition's firm stance against the President's legitimacy dominated the headlines on the opening day of the 13th Parliament.
