The unrest began earlier in the morning when government workers from various ministries and departments gathered at the Central Shaheed Minar, demanding the immediate publication and implementation of the 9th Pay Scale gazette. After a brief rally, the protesters marched toward the Chief Adviser’s residence. Around 11:00 AM, as the procession reached the Hotel InterContinental intersection, police blocked their path with heavy barricades. Tensions escalated rapidly when protesters attempted to breach the cordon, leading to a direct confrontation.

To regain control of the situation, police deployed tear gas shells, water cannons, and sound grenades, which temporarily dispersed the crowd. However, protesters repeatedly regrouped and attempted to push toward the residence, resulting in several waves of clashes that turned the Minto Road area into a virtual battlefield. In light of the volatile environment, the DMP Commissioner arrived at the scene and declared the imposition of Section 144 to prevent further violence and ensure the security of the area.
