Highlighting the July uprising as a historic milestone, he emphasized that the referendum, scheduled to be held alongside the national elections on February 12, is essential to securing democracy and justice. He urged citizens to not only cast their own votes but also encourage others to participate in this transformative process.

During his address, Professor Yunus outlined the significant changes proposed in the July Charter, noting that a 'Yes' vote would ensure no government could unilaterally alter the constitution in the future. The proposed reforms include a two-term limit for the Prime Minister (maximum 10 years), the establishment of an upper house in parliament to balance power, and a fully independent judiciary. Furthermore, the charter includes provisions for appointing the Deputy Speaker from the opposition, increasing women's representation, granting constitutional recognition to ethnic languages alongside Bengali, and limiting the President’s power to pardon convicts. He concluded by reiterating that these reforms are vital for safeguarding fundamental rights and ensuring a balanced distribution of state power.
