Addressing the audience, Professor Riaz remarked that the "July Charter," built upon the sacrifices of the student-led uprising, requires a clear public mandate for its full implementation. He clarified that the referendum is not a contest between individuals but a choice regarding national reforms. According to Riaz, a decisive 'Yes' vote would ensure that no political entity in the future could derail the structural changes demanded by the people.

Reflecting on the past 16 years of systemic corruption and financial irregularities, he noted that a positive outcome in the referendum would serve as a vital step in eradicating such practices. He concluded by warning against the return of any fascist regime, describing the referendum as a primary tool for citizens to remain vigilant and protect the democratic values of a reformed Bangladesh.
