The investigation, led by former Justice Shamim Hasnain, revealed that the 2014 election was a "planned arrangement" to keep the Awami League in power through uncontested seats. It also estimated that in 2018, ballots were stuffed at night in approximately 80% of centers. The commission noted that by 2024, the administration and a dedicated "Election Cell" had effectively taken over the Election Commission's role, turning the process into a state-managed exercise.
