Rigorous Penalties Announced for Proxy Voting as Bangladesh Implements Zero Tolerance Policy

To maintain a festive and fair environment, the Election Commission has adopted a zero-tolerance policy against any form of irregularities or fraudulent voting. The Commission has issued a stern warning that anyone attempting to cast a proxy vote or engage in rigging will face a maximum of seven years of rigorous imprisonment.

Proxy voting has historically been a significant threat to democracy involving the casting of votes in the name of absent or deceased voters or coercing individuals to vote for specific symbols. In past elections, reports of voters finding their ballots already cast upon arrival at polling centers heavily tarnished the electoral process. However, under the current interim administration, advanced technology is being deployed to ensure unprecedented transparency and prevent such malpractice.

Under the Representation of the People Order (RPO) 1972, specifically sections 73 to 87, the legal framework provides for severe punishments for electoral offenses. Impersonation or attempting to vote in another person’s name can lead to seven years of imprisonment along with financial penalties. Additionally, casting multiple votes at different centers or twice at the same center is a punishable crime. Government officials and public servants are also under strict scrutiny as any attempt to influence voters or support a specific candidate will result in similar jail terms. Furthermore, unauthorized entry or creating disorder at a polling station carries a penalty of six months in prison and a fine of 50,000 BDT.

The Election Commission has confirmed that every polling station will be equipped with CCTV cameras while Ansar members will be fitted with body-worn cameras for real-time monitoring. Upon receiving any allegation of fraudulent voting, on-duty Judicial Magistrates will conduct summary trials to provide immediate sentencing. Ultimately, voting is regarded not just as a right but as a moral responsibility. A conscious and honest vote from every citizen is essential to eradicate the culture of proxy voting and build a transparent and strong democratic Bangladesh.
