Iran Proposes 3-Stage Peace Plan to End Hostilities with US and Israel
The Iranian Ministry of Foreign Affairs stated that any second round of dialogue with Washington must be predicated on this new framework. This proposal has reportedly been conveyed to the U.S. through Pakistan, acting as a mediator. This diplomatic move is seen as a significant development following the failure of the first 21-hour marathon meeting held in Islamabad on April 11, 2026.
The first stage of the Iranian proposal demands a total cessation of hostilities and a binding guarantee from the U.S. and Israel that no further aggressive attacks will be launched against Iran or Lebanon. If these terms are met, the second stage proposes discussions regarding the administrative and operational framework of the Strait of Hormuz, one of the world's most vital maritime trade routes. Only if an agreement is reached in these first two stages will Tehran consider the third stage, which involves negotiations over its highly debated nuclear program.
In response to the proposal, White House spokesperson Olivia Wallace stated that these are extremely sensitive diplomatic matters and emphasized that the U.S. would only sign an agreement that prioritizes the interests of the American people. Meanwhile, President Donald Trump has expressed a lack of interest in holding a second round of direct face-to-face talks with Tehran, indicating that future communications will be restricted to telephone calls. Iranian Foreign Minister Abbas Araghchi, who recently visited Oman and Pakistan, is currently in Russia as part of a broader diplomatic strategy to secure international support for this roadmap.
