In a CNN interview on April 23, 2026, Zelenskyy explained that these "Drone Deals" are designed to counter the rising threat of Iranian-made unmanned aerial vehicles (UAVs), specifically the "Shahed" drones currently used by Russia and various regional groups.

The cornerstone of these partnerships is Ukraine’s combat-tested expertise in low-cost drone interception. Zelenskyy highlighted that while traditional Western air defense missiles can cost upwards of $3 million per shot, Ukraine’s proprietary interceptor technology can neutralize a Shahed drone for as little as $10,000. This shift toward "asymmetric defense" is vital for Gulf nations, which have faced increased aerial threats following the escalation of the regional conflict on February 28.

Beyond immediate defense, the agreements include provisions for joint production lines on Gulf soil, technology transfers, and the integration of diverse military hardware into unified software systems. Zelenskyy emphasized that these pacts aim to move Ukraine from being a mere aid recipient to a strategic security partner. He also noted that Ukraine intends to share these tactical blueprints with the United States as a gesture of gratitude for Washington's ongoing military support.

The timing of these deals is critical as the Middle East grapples with a tri-partite conflict involving Iran, Israel, and the U.S. By establishing these domestic production hubs, the Gulf nations hope to build a sustainable "air shield" independent of volatile international supply chains.
