According to a report by Fox News on Tuesday, April 21, 2026, the suspect, identified as Tianrui Liang, was apprehended at New York’s John F. Kennedy (JFK) International Airport while attempting to flee the country.

The FBI alleges that Liang positioned himself near Offutt Air Force Base, home to the U.S. Strategic Command, to capture images of highly restricted military assets. The base houses some of the military's most sensitive specialized aircraft, including:

  • RC-135: Sophisticated electronic surveillance and reconnaissance aircraft.

  • E-4B "Doomsday Plane": A mobile command center designed to keep the government operational during a nuclear conflict.

Under U.S. federal law, photographing defense installations without authorization is a punishable offense. According to court documents, Liang admitted to investigators that he took the photographs but claimed they were intended solely for his "personal collection."

Investigators revealed that Liang had plans to visit several other military installations across the United States. While no direct link to a foreign government has been established so far, the FBI is treating the incident as a significant threat to national security.

Military experts emphasize that the leakage of such sensitive tactical data is particularly risky for global security, given the United States' role as the primary power within the NATO alliance. Liang remains in federal custody as formal judicial proceedings begin.
