Hajj 2026: Saudi Arabia Launches Mandatory E-Permits for Entry into Makkah

Effective from Monday, the General Directorate of Passports confirmed that access to Makkah will now be strictly regulated through digital portals. Applicants no longer need to visit passport offices in person; instead, they can apply via the 'Absher' and 'Muqeem' platforms.

Under the new regulations, GCC citizens, premium residency holders, investors, and families of expatriates must use the 'Absher' platform to obtain their permits. Meanwhile, expatriates working in Makkah-based establishments or those with seasonal work contracts during Hajj will have their applications processed through the 'Muqeem' portal. The Public Security Directorate has announced immediate entry restrictions for individuals without valid Hajj permits or Makkah-based residency. This integrated digital system, known as 'Tasrih,' is designed to prevent unauthorized entry and ensure a smooth pilgrimage experience for all.
