U.S. Proposes 15-Point Peace Plan to Iran Amid Ongoing Conflict
U.S. President Donald Trump claimed on Tuesday that negotiations are actively progressing, stating that the involved parties are "very desperate" for a deal. While Iranian officials initially dismissed these claims as "fake news," recent reports from intermediaries and international media suggest that Iranian Foreign Minister Abbas Araghchi has expressed a conditional interest in a comprehensive ceasefire.
The 15-point plan, described by some diplomats as a rehashed version of a 2025 "term sheet," reportedly includes several stringent demands:
Nuclear Dismantling: Full dismantling of Iran’s remaining nuclear infrastructure and enrichment capabilities.
Missile Curbs: Strict limits on Iran’s ballistic missile programs.
Proxy Support: An immediate end to Iranian support for regional proxy groups like Hezbollah.
Maritime Access: The formal reopening of the Strait of Hormuz to international shipping.
In exchange, the U.S. is offering partial sanctions relief and the possibility of a UN-monitored civilian nuclear program with fuel facilities located outside of Iran. Following the news of these potential negotiations, global oil prices saw a sharp decline of approximately 6%.
Developments on the Ground and Regional Tension Despite the talk of peace, military activity continues. The International Atomic Energy Agency (IAEA) confirmed that a projectile struck the premises of the Bushehr Nuclear Power Plant at approximately 9:08 PM on Tuesday, March 24. While the plant's regulatory authority reported the strike as part of "hostile actions," the IAEA noted that there was no technical damage, no casualties, and no release of radiation.
Regarding the Strait of Hormuz, Iran’s permanent mission to the UN stated that "non-hostile vessels" may now transition the waterway, provided they coordinate with Iranian authorities and are not involved in acts of "aggression" against Tehran. This conditional opening comes after the strait was effectively throttled for weeks, causing a massive spike in global shipping costs.
Diplomatic Maneuvering International leaders have also increased pressure on both sides. French President Emmanuel Macron spoke with Iranian President Masoud Pezeshkian, urging the restoration of maritime freedom and the de-escalation of regional attacks. Conversely, Israeli President Isaac Herzog remains firm, recently touring sites of Iranian missile strikes in Israel and emphasizing that the "empire of evil" in Tehran must be stopped to ensure regional security and dismantle the capabilities of Hezbollah.
