The blast, which took place around 6:30 PM local time, prompted authorities to issue an immediate shelter-in-place order for the west side of Port Arthur, Sabine Pass, and Pleasure Island.

According to Jefferson County Sheriff Zena Stephens and Port Arthur Mayor Charlotte M. Moses, no injuries or fatalities have been reported. Valero confirmed that all refinery personnel have been accounted for and that its emergency response teams are working alongside local fire departments to contain the blaze. Initial reports suggest the explosion may have been caused by a failure in an industrial heater unit.

The incident caused significant local disruption, including:

Road Closures: Portions of Highway 82 and Highway 87 were closed, leading to traffic congestion.

School Closures: The Sabine Pass Independent School District (ISD) canceled all classes for Tuesday, March 24, as some students were initially stranded due to the road closures and the shelter-in-place order.

Economic Impact: The Port Arthur refinery is a major hub, processing approximately 380,000 to 435,000 barrels per day. Coming amidst a period of high gas prices due to the ongoing conflict with Iran, analysts suggest this disruption could further strain global oil supplies and fuel costs.

The Texas Commission on Environmental Quality (TCEQ) has deployed air monitoring equipment to the site to ensure public safety as crews continue to manage the remaining fire and smoke.
