Brazilian President Luiz Inácio Lula da Silva confirmed the decision on Friday, March 13, 2026, during an event in Rio de Janeiro, framing the move as a direct act of reciprocity.

The decision followed a ruling by Brazilian Supreme Court Justice Alexandre de Moraes, who denied Beattie's request to visit the Papuda prison in Brasília. Beattie, who was recently appointed as a senior advisor shaping U.S. policy toward Brazil, had reportedly entered the country on a visa intended for attending a critical minerals forum. However, Brazilian officials accused him of "omission and misrepresentation" regarding his true intention—visiting Bolsonaro. President Lula stated that Beattie will remain barred from the country until Washington reinstates the visas for Brazil’s Health Minister, Alexandre Padilha, and his family, which were canceled by the U.S. State Department last year.

Jair Bolsonaro is currently serving a 27-year prison sentence following his conviction in September 2025 for leading a coup attempt after his 2022 electoral defeat. The Brazilian Foreign Ministry cautioned that a visit by a sitting foreign official to a jailed political figure during an election year would constitute "undue interference" in Brazil's internal affairs.
