The announcement was made on Sunday (February 22), on the fourth day of the rare political gathering. Given the Kim family's autocratic rule since the late 1940s, the decision is seen as a formality to solidify his absolute authority.

According to the state news agency KCNA, Kim has been credited with vastly improving North Korea's "war deterrence" through its nuclear forces. Despite heavy international sanctions, Pyongyang continues to advance its intercontinental ballistic missile programs. Analysts believe that during this ninth congress, which began on February 19, Kim may unveil the next phase of his nuclear and military strategies. Since taking power in 2011, Kim has significantly invested in weapons of mass destruction, posing a persistent challenge to the West and the United States.
