Russia's Emergencies Ministry reported that the bus sank to the bottom of the lake, approximately 18 meters deep. Rescuers utilized underwater cameras to locate the vehicle before divers recovered the bodies of seven Chinese tourists and the Russian driver. Governor Igor Kobzev of the Irkutsk region noted that only one passenger managed to escape the sinking vehicle and was rescued.

The Chinese Consulate General in Irkutsk has been notified and has activated its emergency response mechanism to assist the families of the victims. Preliminary reports from the regional prosecutor’s office indicate that a criminal investigation has been launched into the incident, as the tour was allegedly operated by an unregistered provider. While Lake Baikal is a premier destination for Chinese tourists—bolstered by a mutual visa-free regime—authorities had issued safety warnings just weeks prior, following a similar fatal accident in late January. Officials emphasized that the bus was traveling on a stretch of ice that had not been cleared for use, reminding the public that driving outside of monitored "ice roads" is strictly prohibited and mortally dangerous due to unusually high recent temperatures.
