Authorities cited national security concerns and the necessity for enhanced screening or vetting of refugees as the primary justifications for the rigorous measures. According to documents obtained by CNN, the memorandum, signed by the directors of U.S. Citizenship and Immigration Services (USCIS) and Immigration and Customs Enforcement (ICE), directly rescinds the more lenient policies of the previous administration.

The memorandum explicitly clarifies that a refugee’s entry into the United States is conditional and subject to a mandatory review after one year. During this "inspection and verification" process, officials have been granted the authority to arrest and take refugees into custody. The policy even suggests that applicants may be expected to surrender to custody voluntarily during scheduled appointments. Under previous guidelines, refugees who failed to obtain a Green Card were typically released within 48 hours or, at most, placed into removal proceedings; however, those legal protections are no longer in effect. This administrative shift places the future of thousands of sheltered refugees in a state of extreme uncertainty. Through this new operational model, the current administration aims to further fortify the nation’s border and internal security systems.
