The drills will be centered in the strategic port city of Bandar Abbas. Captain Hassan Maqsoudlou, commander of Iran’s First Naval District, stated that the primary objectives are to ensure sustainable maritime security, strengthen strategic ties between the two navies, and coordinate joint actions against maritime terrorism and threats to commercial shipping. Russian Navy Captain Alexey Sergeyev described the maneuvers as a testament to the friendly relations between the two nations, emphasizing their readiness to address regional maritime challenges together.

The military buildup coincides with the conclusion of the second round of indirect talks between Iran and the United States in Geneva, mediated by Oman. While Iranian Foreign Minister Abbas Araghchi confirmed that both sides have agreed on a "General Guiding Principle" for a potential deal, U.S. Vice President JD Vance noted that significant "red lines" remain. These include President Trump’s demands for zero uranium enrichment and an end to Iran's ballistic missile program.

Adding to the tension, the Iranian Revolutionary Guard Corps (IRGC) recently conducted a brief closure of the Strait of Hormuz during its own drills on Tuesday, highlighting the potential for severe disruptions to global energy markets if diplomacy fails.
