UN Facing Financial Collapse; Guterres Warns of Imminent Crisis Over Unpaid Dues
Guterres urged member nations to either agree on a fundamental overhaul of the UN's financial regulations or ensure full and timely payment of their assessed contributions. He stated explicitly that without adequate funding, it would be impossible to maintain the organization's standard operations. At a press conference on Friday, UN spokesperson Farhan Haq described the situation as a "now or never" tipping point.
The "Trump Factor" and Withdrawal from Global Bodies
While the Secretary-General did not name specific countries in his letter, the crisis has been significantly exacerbated by the Trump administration's decision to slash funding. The U.S. administration has already announced plans to withdraw from 66 international organizations—including 31 UN entities—and has introduced a parallel initiative called the "Board of Peace" as an alternative to traditional multilateral frameworks.
Record Arrears and Budget Cuts
According to the United Nations website, as of Thursday, only 36 out of 193 member states had fully paid their regular budget assessments for 2026. Key data regarding the crisis includes:
Total Outstanding Dues: Arrears reached a record $1.57 billion by the end of 2025.
The "Kafkaesque" Rule: Guterres criticized a regulation requiring the UN to return "unspent" funds to member states—even when those funds were never actually received due to non-payment.
Liquidity Warning: UN officials warn that at the current trajectory, the organization could run out of cash for its regular operating budget by July 2026.
U.S. Debt: The United States remains the largest debtor, owing approximately $2.19 billion to the regular budget and $1.8 billion for peacekeeping operations.
The UN has already approved a reduced budget of $3.45 billion for 2026—a 7% decrease from the previous year—but even this "lean" budget remains unfunded. Analysts suggest that the shift from "late payments" to "outright non-payment" by major powers threatens the very existence of the world body.
